| COULEE DES NOIX / COULEE ISLE DES CANNES Coulee des Noix and Coulee Isle des Cannes are one coulee bearing East to West as shown on these maps originating in Section 83 Township 10 South Range 4 West where the coulee intersects Bayou Vermilion. It is precisely at this point that the discussion of the southwestern border between Lafayette and Vermilion Parish begins. Surveyed as early as 1809 by Maxfield Ludlow and indicated in the General Land Office Surveys of Township 10 South, Range 4 East and Township 11 Range 4 East and Township 11 Range 3 East and re-surveyed. by John Campbell in 1843 and `1852, both names appear in the notes and on the survey maps. These names Coulee des Noix and Coulee Isle des Cannes are recognized in other descriptions available to the researcher well into the 20th Century as seen in conveyance records in Lafayette Parish. Both coulees are mentioned in the Police Jury Records from Lafayette Parish which date to 1823. In addition there is a Coulee Isle des Cannes which runs North to South and intersects Coulee Noix and Coulee Isle des Cannes, as is shown in the General Land Office Surveys of Township 10 South Range 3 East and Township 10 South Range 4 East. Lafayette Parish has very good Police Jury Minutes from 1823 forward. The Lafayette Parish Clerks Office has old conveyance records albeit difficult to research due to the age of documents. General Land Office Survey Map Copies are available of these Townships. Surveys by other surveyors are sketchy in these repositories. Many of the maps of surveys have been taken or disappeared over the years. Vermilion Parish records begin in 1885 due to fire that the records in Vermilion Parish in April 1885. Other sources exist for historical records, The State Archives, The Nation Archives, The Bureau of Land Management. The internet of course has made information accessible in many areas of research. But the General Land Office Surveys and Notes are the best authority for begining a historical study to conclude the boundary. ** In the Final State Land Office Report, Lafayette Consolidated Government represented in the research by Bill Campbell, Assistant Director of Public Works, provided the following: Police Jury Minutes from 1929 to 1934. There is mention of maps he reviewed but only three were mentioned and are not part of the record. Of the three maps mentioned one is before the Parish was divided and two were after the Civil War. No records are noted in Lafayette research from 1844 to 1929. No study is discussed regarding Coulee Isle des Cannes/Coulee des Noix or Granger's Coulee. However these are paramount to the boundary. All other data provided was from Vermilion Parish including the 1931 Bernard Survey. The Bernard map was referenced, but not made part of the record to be viewed by the public, nor did it accompany documents provided to Councilmen when the decision to adopt was made. There are no survey notes with the 1931 Bernard Survey, only a working drawing referencing another alignment by the USGS using the Gueydan Quadrangle.. The agreement between the State Land Office, Vermilion Parish and Lafayette Consolidated Government was to accept the State Land Office decision without question based on information it was provided by Lafayette and Vermilion Parishes. Although Lafayette Parish possessed more records, Police Jury Minutes from 1823 to current day and Conveyance and General Land Office Surveys, Vermilion Parish provided the information which the final determination was based. The final line is based on the Bernard Survey, contracted by Vermilion Parish. The Bernard survey was never requested by Lafayette Parish and Lafayette did not participate or certify this survey. |
